@ 1:03 Shawna asked for clarification on comment verses remarks. Many people canceled their public remarks because the vote already happened. Mayor Freeman described our 1 touch format and how other cities have a 2 touch. We will have to find the meeting where the Mayor presented how the council is now using a 2 touch.

This city council meeting was disastrous and embarrassing for the city council members to approve something they had no idea what they were approving. The collective dismay of the citizens present was overwhelming.
It appeared that most of the council had not thoroughly prepared themselves for this topic. In the presentation the contract city planner presented a document that had not been in their packets, so she said.
The city council should have pushed this off a month. That thought does not ever seem to occur to them though.
